The European Partnership for Energy and the Environment (EPEE), representing manufacturing and research companies and associations operating in the refrigeration, air-conditioning and heat pump industry in Europe, today calls for action on the Energy Performance of Buildings Directive (EPBD).

“Buildings are responsible for nearly 40% of the energy-related greenhouse gas emissions in the EU,” said Russell Patten, Director General of EPEE. “The EPBD could be one of our most effective tools to achieve building decarbonisation and Europe’s climate goals, but it has been delayed at every turn.”

Trilogues are now underway for the EPBD, which aims to help achieve the building and renovation goals set out in the European Green Deal. “We are concerned that the dossier, which is critical for decarbonization of buildings, is not getting sufficient attention,” said Patten.

According to the European Commission, heating, cooling and domestic hot water account for 80% of the energy consumed by EU citizens. However, Parliament is now wrestling with disagreement about gas boilers.

“These delays are jeopardizing Europe’s climate goals,” said Patten. “This Directive delivers on the EU climate target, and it supports REPowerEU and the Renovation Wave, as well as Europe’s Net Zero Industry Act by supporting the rollout of heat pumps,” said Patten. “However, without swift action and adoption of the EPBD, these proposals are doomed for failure.”

Strong ambitions are at the forefront of EU policy, and the effective implementation of the EPBD is a great opportunity for the EU to remain a leader in climate change mitigation.
